Target 13.a

Implement the commitment undertaken by developed-country parties to the United Nations Framework Convention on Climate Change to a goal of mobilizing jointly $100 billion annually by 2020 from all sources to address the needs of developing countries in the context of meaningful mitigation actions and transparency on implementation and fully operationalize the Green Climate Fund through its capitalization as soon as possible.

Definition

Indicator 13.a.1 measures the amount of climate finance provided and mobilized by developed countries for developing countries in relation to the international target of USD 100 billion annually. The target originally applied from 2020 and was extended through 2025.

The target was reached for the first time in 2022, with USD 115.9 billion. Climate finance subsequently increased to USD 132.8 billion in 2023 and USD 136.7 billion in 2024.

Nearly two thirds of the financing went towards mitigation, mainly in the energy and transport sectors. Adaptation finance remained stable at around one quarter of total climate finance, down from its peak in 2020, when it accounted for one third.
