The population includes all organizations in the private sector with the legal structures of Commercial Foundations, as well as Foundations and other self-governing institutions. A stratified sample of 550 foundations is drawn and scaled based on the foundation's utilization of tax deductions under the Foundation Tax Act. This is supplemented by a group of entities, such as patient associations, that operate as foundations.
